FTA Updates Frequently Asked Questions on Use of Formula Funds for Operating Expenses in Response to the COVID-19 Pandemic
Published on: March 2, 2022
Federal transit law limits the use of Urbanized Area Formula Grants (Section 5307) and Formula Grants for Rural Areas (Section 5311) for operating expenses that address an emergency to two years. Therefore, formula funds may not be used to reimburse COVID-19-related operating expenses at 100-percent federal share for activities occurring after January 21, 2022. CARES, CRRSAA, and ARP funds remain available at 100-percent federal share for these operating expenses.
This week, FTA posted 16 revised pandemic relief Frequently Asked Questions (FAQs) regarding the expiration of availability of Section 5307 and 5311 formula funds for operating expenses to respond to the COVID-19 pandemic at 100-percent federal share (see questions CA25, ER1, ER2, ER4, ER11, ER12, ER14, ER16, CE2, CE4, CE5, CE7, CE9, CE12, CE18 and AD17).
