The recording and presentation from the Public Transportation Safety Certification Training Program (PTSCTP) Notice of Proposed Rulemaking (NPRM) webinar held on November 8, 2023 is now available. The webinar reviewed the PTSCTP regulation NPRM proposed changes, timeline, where to submit comments and provided a question and answer period.

To maintain effective safety training for the industry, FTA published proposed updates to the PTSCTP regulation in the Federal Register on October 26, 2023 to streamline processes and clarify requirements. The public has 60 days – until December 26, 2023 – to submit comments on the proposed changes.
The proposed updates will refine the PTSCTP communication process, add administrative requirements and clarify voluntary PTSCTP participation and refresher training requirements. The rule maintains the existing minimum training requirements for State Safety Oversight Agency (SSOA) personnel and rail transit safety personnel. FTA also seeks comments on whether mandatory PTSCTP participation should extend to bus transit agencies and personnel.
