Bus and Low-No Potential Applicants: Update on USDOT Transportation Disadvantaged Mapping Tool

As part of our joint NOFO for Buses and Bus Facilities and the Low or No Emission grant programs, FTA asked for information regarding the impact your grant application would have on disadvantaged communities using the U.S. Department of Transportation’s (DOT) – Transportation Disadvantaged Census Tracts (Historically Disadvantaged Communities) mapping tool.
DOT has identified that the tool contained incorrect information that caused some census tracts to be incorrectly designated as disadvantaged or not disadvantaged. As of May 10, 2022, the tool has been corrected. To the extent possible, if you plan on including an image of the mapping tool output, please confirm that the disadvantaged community status has not changed for impacted Census tracts, and, if applicable, create an updated map.
Here is detailed information about the tracks that flipped:
- 5,129 changing tracts were incorrectly designated as disadvantaged, but USDOT has determined that they should not have been designated as disadvantaged.
- 3,187 changing tracts were incorrectly designated as not disadvantaged, but USDOT has determined that they should have been designated as disadvantaged.
If you used this tool to determine this information prior to May 10th, to the extent possible FTA would ask that you please resubmit using the updated functionality.
