FTA, FHWA Release Model Long Range Transportation Plans – A Guide for Incorporating Performance Based Planning

To help communities draft successful long-range transportation plans, FTA and the Federal Highway Administration have updated the guidebook, Model Long Range Transportation Plans – A Guide for Incorporating Performance Based Planning. The new version, which replaces the original 2014 document, lays out the elements of an effective plan and provides examples from around the country to help staff at state Departments of Transportation, metropolitan planning organizations, transit agencies, local governments and other stakeholders involved in the transportation planning process.
A performance-based plan sets goals, objectives, performance measures, and targets that support decisions for long-range investments and policies. It guides programming as well as shorter-range decisions that move toward desired outcomes. This guidebook identifies components present in a “model” transportation plan, as well as strategies to reflect community priorities for multimodal transportation systems, including data-driven analysis and public engagement.
